Permits & Licenses Overview

This page provides an overview of common permits and licenses issued by the City of Bethany and is intended to help property owners, residents, contractors, and businesses understand which approvals may be required before starting work. Fees are established by City Council and may change.

Building Permits

Building permits are required for most construction, alteration, or demolition activities to ensure compliance with adopted building codes.

Permits may be required for new construction, remodels, additions, roofing, demolition, fences, swimming pools, accessory structures, cell towers, and similar improvements. A Certificate of Occupancy is required prior to occupying a new or altered structure.

Reinspection fees may apply when additional inspections are required beyond the initial inspection.

  • All Construction (Minimum Permit Fee): $65

  • Warehouse Buildings: $0.17/SF

  • Commercial / Office: $0.25/SF

  • Industrial: $0.25/SF

  • Residential: $0.18/SF

  • Accessory Structures (No Plumbing or Mechanical): $0.05/SF

  • Roofing: $50

  • Alterations / Repairs (Remodel): $50 (1st story) + $10 per additional story

  • Demolition: $50

  • Fences: $35

  • Shelters: $50

  • Swimming Pools: $50

  • Tennis Courts: $50

  • Elevators: $55.50

  • Storage Tanks (Flammables): $50

  • LP Gas Storage or Dispensation Facilities: $50

  • Cell Towers: $100

Electrical Permits

Electrical permits are required for new electrical installations, service changes, temporary power, and certain electrical upgrades. Commercial and residential projects may require separate electrical permits in addition to a building permit.

Electrical permits also apply to wiring for signs, swimming pools, water wells, and minor wiring projects that do not involve a service change.

  • Wiring (New Construction): $111 up to 200 amps + $41.50 per additional 100 amps

  • Commercial Minor Electrical Wiring (≤5 outlets, no service change): $35

Commercial Electrical

  • New Construction <4,000 SF: $125.50 + $37.50 per 100 amps over 200

  • New Construction >4,000 SF: $269.50 + $96.50 per 100 amps over 200

  • Add-On / Remodel <4,000 SF: $110

  • Add-On / Remodel >4,000 SF: $187.50

  • Reinspection Fees: $25 (first), $50 (each additional)

Mechanical Permits

Mechanical permits are required for the installation or replacement of heating, ventilation, air conditioning, refrigeration, gas appliances, boilers, and related systems. Permit requirements are based on equipment type, size, and capacity.

Temporary gas service, gas extensions, and commercial refrigeration systems may also require a mechanical permit.

  • Boiler Permits:

    • Up to 30 HP: $50

    • 31–150 HP: $70

    • 151–300 HP: $150

    • Over 300 HP: $200

  • Gas Appliances (>40,000 BTUs): $35

  • Gas Water Heater: $35

  • Gas Unit Heater: $35

  • Forced Air Heating Unit: $35

  • Gas Extension (>10 ft): $35

  • Temporary Gas Service: $35

  • Refrigeration Systems:

    • 0–4 tons: $23.50

    • 5–25 tons: $34.50

    • 26–60 tons: $82.50

    • 61–100 tons: $96.50

    • 101+ tons: $344

Plumbing Permits

Plumbing permits are required for new plumbing installations, remodels, and system extensions in residential, commercial, multi-family, and industrial buildings. This includes water heaters, sewer connections, yard sprinkler systems, fire sprinkler systems, grease interceptors, and certain commercial equipment.

  • New Residential Construction: $69 + $23.50 per additional bathroom

  • New/Remodel Commercial, Multi-Family, Industrial: $92.50 + $5.50

  • Water Heater: $35

  • Water Service: $35

  • Sewer: $35

  • Septic Tank: $35

  • Yard Sprinkler System: $35

  • Automatic Fire Sprinkler System: $100

  • Grease or Grit Interceptor: $35

Plan Review

Plan review is required for most new construction and larger remodel projects. Plans are reviewed for compliance with building codes and adopted standards prior to permit issuance.

  • 1 & 2 Family Residential: $75

  • Multi-Family, Commercial, Industrial: $100 + 50% of building permit fee (credited, max $2,750)

  • House Moving Plan Review: $69 (inside city), $206.50 (within 30 miles)

Contractor Licensing & Registration

Contractors performing work within the City of Bethany must hold the appropriate City license or occupational registration prior to obtaining permits. Licensing requirements apply to electrical, plumbing, mechanical, general building, roofing, fencing, and other contractor trades.

  • Electrical Contractor: $100 initial / $30 renewal

  • Plumbing Contractor: $100 initial / $30 renewal
