Sewer Averaging
Residential sewer accounts have the monthly sewer usage calculated based on a winter average of water usage. Commercial sewer accounts have their monthly sewer usage based on actual monthly water usage. Sewer accounts will be charged a minimum of 1,000 gallons per month. The Average Monthly Payment Plan simplifies household budgeting by a 12-month rolling average of utility bills so you pay approximately the same amount each month. The higher bills that occur during months of high water, sewer, and sanitation usage are leveled out over the year. The plan is open to all residential customers who have lived at the same address for the past 12 months with no disconnects or late fees. The account must have autopay prior to enrollment. If a payment is returned or not received by the due date, you will automatically be removed from the Average Monthly Payment Plan. Pafford (formerly Samaritan) bills for services provided as is stated in their contract with the City of Bethany which was approved by the City Council via Resolution No. 1469 on September 19, 2017.
Per their contract, Pafford shall limit collections to those funds received from all available third-party payers and shall not balance-bill the patient or other responsible party, EXCEPT for deductible(s) and/or co-pays. Pafford will not bill you for any remaining balances, but you will still have to pay any deductibles or co-pays per your insurance.
No. If a resident of the City of Bethany requires services but has no insurance, Pafford agrees to discount its total charges equal to the Center for Medicare Services (CMS – Medicare) payment allowable at the time of service, whether the resident is a CSM qualified payer or not.
All questions and hardships need to be addressed with Pafford, as the City of Bethany has no say in Pafford’s billing process. Pafford billing can be reached at the following number: 1-800-451-8036.
Utility bills may be paid by the following methods: autodraft through a checking account, online with a credit or debit card (fees apply), payment kiosks (fees apply), mail, in-person at City Hall, or night drop at City Hall (checks only). Responsibility for Utility Payments:
Payment of utility accounts is the responsibility of the individual or business listed on the account. The due date for your utility payment is printed on the bill. Payments on your account not received by the due date become subject to a late charge and/or disconnection. Failure to receive a bill does not relieve you of liability for payment. If you do not receive a bill, contact Customer Service at 405-789-2146 ext. 1 to determine the status of your account.
Customers are eligible to pay their bills through autopay. To do so, please complete and submit the Autopay for Utility Billing form found here. Please include a voided check or letter from your bank with your account information.

Special provisions are made for disabled households. In addition to completing a form, applicants must also submit documentation from their healthcare provider confirming their disability. To qualify for this service, all persons in a household must be physically incapable of moving their respective cart to the curb. The form can be found here. To start service, please submit a New Service Application at the Customer Service counter at City Hall. Bethany City Hall is located at 6700 NW 36th St, Bethany OK 73008. New Service Applications are accepted Monday through Friday 8:00am-4:15pm. The form can be found here.
Please bring a valid photo ID, proof of lease/ownership, and deposit. Residential deposit amounts are $80 for homeowners and $120 for renters, and commercial deposits are calculated upon submission of the application. Additional documentation may be required to start service. Customer Service is available to answer questions relating to new services at 405-789-2146 ext. 1, Monday through Friday 8:00am-5:00pm.
To request an additional polycart, please fill out a printable request form found here and return it to the Customer Service counter during operating hours. An online form is also available here. All customers are eligible to have up to three (3) standard polycarts. The first additional cart is $2.66 per month added to the base rate. A second additional cart is $7.96 per month added to the base rate and 2nd cart fee (a total monthly charge of $10.62).
Yes, seasonal carts may be requested for a minimum of three (3) months, and customers are allowed to have up to four (4) seasonal carts at a time. Each seasonal cart is $7.96 per month in addition to your base monthly rate. Water is billed at 1,000 gallon increments. If you are consistent in water usage, it is possible your bill will be the same for up to several months at a time. For example, if you used 3,200 gallons one month, you will only be billed for 3,000 gallons. Your meter tracks ongoing usage similar to an odometer on your vehicle. So if you average 3,200 gallons each month, after 5 months, your reading will then pick up the additional accumulated 1,000 gallons and your billed consumption will be 4,000 gallons for that fifth month.

Your water consumption is dependent upon how often you use your water, how well you conserve water (how often and how long are your showers or baths, how often you wash clothes, flush toilets, wash dishes, etc.), whether you water your lawn or not, and the efficiency of your appliances and toilet. The City of Bethany offers a Cost Sharing Adjustment plan for leaks up to 30,000 gallons. In order to apply for this option, please contact Customer Service to obtain a form. This option is only available for repaired leaks, and documentation is required. Cost Sharing Adjustment will be applied to only one month’s bill, while the leak occurred.

The Cost Sharing Adjustment is for leaks up to 30,000 gallons. In order to apply for this option, you must fill out a form at the Customer Service counter and attach receipts showing the leak was repaired. The Cost Sharing Adjustment will be applied to only one month’s bill, while the leak occurred. The customer will keep their monthly bill current until the adjustment is made.
Any receipts or invoices that you have showing a leak was repaired will be accepted. The documentation does not have to be from a plumber.
The only assistance the City of Bethany offers is for leaks that have documented repairs.

The City of Bethany does not pick up storm related brush and limbs for no charge unless the storm event is declared a FEMA disaster and receives City Manager approval.

Sometimes due to weather, obstructions, or lack of staffing, the City is unable to get an actual read on every water meter.
The City will true-up your usage the next time your meter is manually read. At the time, the City will calculate volume used since the last actual read. If the estimate was high, you will see a credit on your next bill. If the estimate was low, you will see a higher bill.
Unfortunately, water leaks happen often and can result in a high water bill. Some leaks are hard to detect, and the first clue of a leak is typically a high water bill. A toilet leak, depending on the severity, can waste anywhere from 30 gallons a day up to as much as 4,000 gallons a day.
Helpful tips to check for leaks:
- Check the cabinets under the kitchen, laundry, and bathroom sinks to make sure they are dry. You will also want to look for puddles around the bases of tubs, toilets, and showers and beneath the water heater, dishwasher, and clothes washer.
- Use a bottle of food coloring and put a few drops in the tank of every toilet in the house. If a toilet tank is leaking, color will appear in the bowl within five minutes. If you find color in the bowl, the tank is leaking into the bowl.
- Wall discoloration could indicate water leaking from behind the drywall and soaking through to the front side. Water stains on ceilings and walls are usually yellowish or brownish in color.
- Bubbling paint or bulging wallpaper are signs that the wallboard is wet, and the paint or wallpaper is no longer adhering tightly. In some cases, you may also notice a bulge in the wallboard, which indicates the water damage is more extensive and the wallboard will have to be replaced.
- Listen for a dripping sound. While some leaks are totally silent—for instance, if water is traveling along a wall stud—other leaks can sometimes be heard, giving you a clue as to the leak’s location.
- Check for a musty smell. Over time, a persistent leak provides the perfect humid environment for mold to grow. Often, mold will grow inside the wall where you cannot see it, so a musty smell is a red flag.
